Recently we've had some cold weather below 20 degrees. I'm not sure if the temperature has anything to do with it. Sometimes my steering wheel makes a squeaking sound when I "cut" it. Is this something I need to worry about?

It sounds like from inside the car to me.

Under the steering wheel is what is known as the "clockworks", which is what turns your turn signals off after turning, and makes the conection from your horn button to the wiring of the horns (also, in some cases, the cruise control also). When the temp is lower, the grease that lubes the clockworks does not lube as well as normal, and the contacts cause the squeak. It is all part of the normal wear and tear, nothing to worry about.

Why is everyone worried about your power steering fluid/pump, when you say your steering WHEEL is squeaking?
Anyway, Rex has the answer and if it keeps doing it, take it to the dealer for new lubrication.

Is it coming from inside the car? Or does it sound like it is coming from under the hood?

Could be the power steering pump is going or just maybe the belt is squeaking.

Check your power steering fluid, it may need a top up.

noise will travel.its probably the belt making a noise.i would say its nothing to worry about,unless it gets worse.
