If you are talking silver jewelry or even a silver tray or candlesticks a great thing to invest in is a silver cloth. Silver cloths are sold at most jewelry stores as well as Bed, Bath and Beyond. It is a soft cloth that has a white or cream side as well as a light purple or off white side. You start working on your tarnished silver with the lightest side of the cloth and then really shine it up with the darker side. You should replace them after awhile as they tend to get dirty depending on how often you polish your silver. Hope this helps.

dampen the silver (like with a spray bottle) than sprinkle baking soda and let sit for 15min-1hr if badly tarnished, than rinse. Effective and cheap.
