Blizzard has alluded to the idea that their work on the warcraft series is going to be contained within WoW for the foreseeable future, with the possible exception of a single player RPG they have tossed around a bit.
At the moment they're dumping resources into a game so far kept a mystery. Given that Starcraft has been neglected for years now, yet still has a substantial following, it's far more likely you'll be seeing Starcraft II far before any other RTS from blizzard. Even a new Diablo is also probably in order before a new WC. Their last four releases have also been in the Warcraft series, so the chances that their new project or any new project in the future would be WC4 is slim.
We can always hope though.

Not for a while. There was just a rumor recently that Blizzard is working on a new project, not involving Warcraft. It could be Starcraft 2, it could be something else. Who knows. Either way, it will probably be a while before one comes out.

I actually asked them personally (friend works for them). They are NOT working on a sequal to Frozen Throne. The cash flow from WoW and Starcrafts upcoming MMORPG launch is too huge to get distracted with the older games.
Breaks my heart though. I love the old style god games (Red Alert and Warcraft 2!)
