Perhaps Tehran is deploying a new strategy, which is apart of a greater and much larger plan in the Middle East; a strategy of Bilateral Financing. By establishing a bank in Iraq, the Iranian Government will:

a) Forge an alliance with the Shia oil tycoons of the country
b) Be able to provide direct economic and financial assistance to Shia militias and organizations
c) Be able to stamp its foot into the Economic sector of Iraq

Such ramifications are only the beginning of a much larger threat to the Middle East. As the Iranians work to build their influence from the hills of Bactria in central Asia, to the shores of the Mediterranean in Lebanon, we can only wonder how long it will take before an all out war brings the Arab world side by side with their enemies here in Israel; in somewhat of an unholy alliance.
