First, the Monroe Doctrine came well before the Civil War and after the Napoleanic Wars, as President Monroe, for whom the doctrine is named, served from 1817-1825. As Spanish colonies gained independence, the British sought to prevent Spain and its other European rivals from colonizing the Western hemisphere. British leaders asked the United States for help, but instead, the United States declared that no European country shall interfere with countries in the Western hemisphere and they shall not attempt to colonize any more of the land. The United States, however, really was powerless to make such an ascertation, but the British, which really didn't have any more interests in the Americas, did not attempt to challenge the United States on this issue.
So, in answer to your question, the Monroe Doctrine essentially gave the United States unfettered access to the land west of its borders.

the monroe doctrine basically was that if napoleon tried to attack any of the countries in the new world the us would look at it as an attack on itself. the us had just finished the civil war and had the most advanced military in the world. this pretty much scared off napoleon who had thought about trying to take over some of central america and mexico. this doctrine was a statement to the rest of the world that the us was no longer a new nation, but one of the most powerful nations in the world. the monroe doctrine is still in affect today which is why canada and mexico have basically no armed forces themselves.

It mostly impacted the USA's neutrality in several wars. (Most prominately the napolanic war and the additudes towards the spainish american war.)
