Skid Row was formed in Toms River, New Jersey in 1986 by bassist Rachel Bolan and guitarist Dave "the Snake" Sabo.

The 2 answers before me are correct. They had to buy the name from Gary Wright, of Dream Weaver fame, who had copyrighted the name Skid Row.
