There was at least 5 attacks on US people during the Clinton presidency but if we consider the 2 embassies hit within minutes of each other as 1 because it was all one plan that is 4. There has been 1 on Bush's watch using that thought process so what is the difference? I think that by taking the fight to them it has slowed down their attacks on none military targets. If a blind eye was turned after 9/11 I think there would have been more attacks since. This is not really something that can be proved beyond a doubt but if you look at how terrorist acted when Carter was in office and how they slowed down when Reagan got elected it to me tells what they fear. I believe terrorist fear people who don't get intimidated by them. Terrorism only works if the people you are trying to control become parilized with fear and so far the US hasn't.
