Cold will make the oil thicker, more viscous, so the engine is harder to turn over. Cold also makes the battery less able to supply current, just when you need more. If the battery can't supply enough current then the starter can stall, but in any case takes the current it can get, this drops the battery voltage and the electronic ignition can fail to function.
Net effect, when it's cold you need a good battery or you aren't going anywhere.

No, it's not the starter. It's the battery. All lead-acid car batteries lose voltage when the temperature drops. This can really expose a weak battery. But before you buy, someone should check for tight, clean connections at the battery terminals. Correcting a low electrolyte level in one or more cells may also give your battery new life. Car batteries can be very dangerous if they are accidentally shorted, or if acid splashes, or if hydrogen ignites. The deep freezer winters won't effect the starter in a car, but it will effect your battery and you won't be able to start if if the temperatures are very cold. The battery needs to be fully charged to start. It could seem to you that it is the starter or your starter could have gone bad, but the cold weather starting problem is caused by he battery.

Cold doesn't effect your starter as much as your battery.
it will make your battery cold, turn your lights on for 2 minutes before trying to turn-it-over. This will warm up the battery. If you dont have a block heater (no plug in), make sure you start it up and leave it running for a while a few times a day, when its -0
