When you see something like this and %'s are less than 100%, expect a number bigger than the given number 48. The reason this is important is to give you confidence (if you do not know whether to multiply or divide).
Also, "of what number" means you MULTIPLY something with 0.40, Or, .
0.40x = 48
solve for x and you get 120. 120 is bigger than 48 so you're confident that the answer is correct.

If you're serious about this, I suggest you study aldo's response. Anyhow, at least realise that you're going to get an answer over twice what you started with.
Now then. Just divide 4 into 48. That's 12. But you're talking percents, so you really should have divided .40 into 48 (the zero doesn't matter). That's okay. Move the decimal point one place to the right, and there you are.

First, remember that in these problem, of means multiply and is means equals. So, you'd have this equation: 48=40/100xWN. Although, it makes it a whole lot easier to switch the sides of your equation, getting, 40/100xWN=48 (WN stands for "what number").
Now, to solve this you'd do this. You'd go, 100/40x40/100WN= 100/40x48, since what you do to one side of the equation you do to the other side. Then, the 100's and 40's cancel out on the left side of the equation, therefore you get WN=100/40x48. Now, you simplify 100/40. First, since there is atleast one zero in both the numerator and denominator, you can cancel one out. If there were atleast two in each, you could cancel two out. But that's not the case here. By canceling one out on each, you get 10/4, which equals 5/2. Now we have WN=5/2x48.
