According to the website below, it was a practice that started in the US! The founding of the Christian Commercial Men's Association of America, more usually known as the Gideons, International, started a program of placing Bibles in hotel rooms for use by commercial travelers and others. This is what's made the organization internationally known. I guess they thought those commercial travellers needed guidance. (And from what I can remember of commercial travellers, they were correct!).

Hotels in the States also have Bibles in the drawers by the bed. I guess it's for religious people to use.
