Most effects have their basis in the visual pathway, not in the optics of the eye. Your mind is not registering the input properly.

I am not a science student. But, What I think is, Its got more to do with nerves, eyes and physics. Its the information your eye takes to brain and how's your brain gonna process the same!
Coz, Some people never succeed in finding illusion probable their brain didnt process the way it used to process for many people!

The brain determines what you see, not the eyes. This can be affected by many factors such as drugs, injury, sickness, over-eating, hypnosis, alcohol etc. etc.
p.s.
A blind person can have illusions also.

There are many good books on the subject available through the public library. They can do a much better job of answering that question than anybody on the Internet.
