The very best way to boost milk supply is by letting your baby suckle as often and as long as s/he wants. No pump on earth can best a suckling babe.
If it's not possible or still not enough to let babe suckle as much as possible, a pump can work too. Pumps that closely mimic the sucking pattern of a baby are best, in my understanding. And pumping as often as a newborn would nurse (around every 2 hours around the clock) would probably be the most helpful.
There are foods and herbs that can help. A bowl of oatmeal daily can really boost supply. Fenugreek is another helpful herb. There are herbal teas available online or in healthfood stores that can also help supply.
Stress can greatly impede breastmilk production. Visualization and reducing stress can really help. When my daughter was born, I used visualization techniques to help me w/ let-down. I would visualize a river of milk pouring from my breasts. Comined w/ relaxed breathing and muscle relaxation, this did wonders.
Obviously, you should eat well and drink pleanty of fluids. Avoid substances which can "dry up" your milk, such as caffiene, antihistamines, decongestants, etc. I used to try and keep water bottles and snacks wherever I would nurse so that I'd always have fluids and food nearby.

Being well hydrated is very important so drink that water. Also, feed on demand as each time the baby nurses, they are essentially pre-ordering for the next day. When you nurse, let the baby empty each side.
Also, a good breast pump really helps. Allow the baby to nurse on both sides then pump on each side for 5 minutes to stimulate further production. I avoided pumping while the baby is asleep as recommended by another answer as this stimulates milk production when the baby will not be awake to use it.
There are also medications that can help with prolactin production. You can get a presciption from your doctor for Motilium (or Domperidone) and there are also herbal supplements listed by other answerers.

By pumping you are 'fooling' your body into thinking it needs to produce more milk. You can also try warm compresses (i.e. washcloth wet with very warm water) while massaging your breasts. In addition to this you also need to stay well hydrated (drink plenty of water), well nourished, and try to get enough sleep and decrease stress. Breastfeeding has been a very good experience with me and my son and worth the initial difficulties because before you know it, it becomes so much easier and just like second nature (9 months and still going).

There are several things you can do
1.) drink a lot of water and get plenty of rest
2.) nurse OFTEN
3.) if your not nursing, but rather pumping, pump often and pump for several minutes after the milk has stopped coming out
4.) pump or nurse in the middle of the night, that's when your milk production is at its highest.
The following are ways to help if you truly have a low milk supply. Remember they don't work with everybody.
1.) fenugreek is often used to increase milk supply
2.) oatmeal (not the instant or quick varieties) and brewer's yeast are also said to help
3.) My doctor prescribed Reglan for me (but that is a last case resort)

It is good to drink lots of hot chocolate hot teas don't get in the cold and massage your breast to get the milk flowing because that is what I would did and I had milk coming out like crazy

it depends on how often you actually feed. Try getting a breast pump and aslo breast feed, that way you are producing 2 times as much. The more you feed, the more breast milk you will produce.

massage breasts before milking or milk more frequently to make your body make more milk at a time. generally if you are breast feeding instead of pumping and you alternate breasts your body will automatically replace just enough milk for the baby.

In the breast feeding class I took, they suggested that in between actual feeding to pump and that would increase your supply because your body would be signaling that your baby is eating more and than it will produce more to keep up with the babies eating...

I'm taking Fenugreek tablets. And drinking "Mother's Milk" tea. I also make sure to feed or pump at the same time every day so my body anticipates when to have milk available.
