If you want it to work on your teeth they have to be dry. If you put peroxide on teeth with spit on them it's just going to drip off and it won't stick to your teeth. So doing it before or after brushing won't make any difference except for taste. Even if you don't swallow any, which you're not supposed to but a little can still drip down...the taste in your mouth is kind of gross. I usually do it after I've brushed, dry my teeth, apply it with a q-tip and let it sit for 30 seconds while keeping my mouth open and then rinse several times. It works good. But Simply White works better. Never tried the Strips as they are too pricey for what they do. Simply White will work the same as peroxide...it's applied to dry teeth.
You can rinse with peroxide. Most of the ones that are sold in stores are not a very powerful or deadly percentage so you have nothing to worry about. Rinsing with it won't be nearly as effective as applying it to your teeth though.

Rinse before brushing. not sure why before - but thats what the bottles say. they have whitening mouthwashes with hydrogen peroxide in them now too. listerine and crest both make one. they're tastier that the straight stuff.

Use the Crest White Strips. They have hydrogen peroxide in the gel. Much easier than using the liquid stuff. Plus, if you swallow too much of it, you can get sick. Hydrogen peroxide is used to induce vomiting in puppies.

No, don't "just rinse" it. Depending on the strength of the solution, you can burn soft tissue in your mouth.
You should rely on commercial products developed specifically for that purpose. I personally tried the "Rembrandt" toothpaste and I recommend it.

you could do that or you could dip your brush in the peroxide and them baking soda. Gentle brush teeth.

It can be done, but I wouldn't because it will (ask a dentist or hygienist) cause the cells on the back of your tongue to grow.
A dentist I know calls it hair. That's what it ends up looking like.
