Richard Humphreys, a Philadelphia Quaker founded The Institute for Colored Youth, a teacher training college, in 1837. The school is now called Cheyney University.

I don't know who built the first black college but, Saint Leo University boasts as being the first college in the U.S. to have a black student enroll in 1918. But he was later expelled for stealing the wagon wheels off the Deans buggy.

well Cheyney University in PA is the oldest black institution- I currently go there. however, I don't know who built it-but you could futher your research from there.
