he's tried changing fuse no joy....nothing appears to be burnt out or broken.

Is it plugged in? Is the wire intact, not broken? Does the outlet work? Is there a smell of burned insulation or a hot electric smell?
Do the switches seem to operate or are they soft and mushy feeling? Do you have some sort of instrument with which to check the power?
