No it is absolutely not! It is your body and you have a say as to whether or not you want the doctor to do a vaginal check. they do it to "see" if your are progressing at all and maybe get an indication as to how soon labor might come.
If you don't want the dr to do checks just tell him politely that you don't want one this time. he cant force you to pull down your pants and lay down for it. (And it he does that is grounds for assault charges).
The health of the baby cannot be determined by a vaginal exam, and if you don't want one say "no thanks!"
Besides being uncomfortable and not necessary, vaginal exams also raise the risk of infection to you and to the baby. Neither of which are good things.

It is not absolutely necessary.

With my last pregnancy, I found out I was Group B Strep positive, and I read that internal exams could possibly cause complications. So, I asked my doctor to hold off on them, and she did.

yes that will happen alot, they have to see if you have dilated
