In almost all circumstances the answer is not. In all 50 states, an MD or DO can offer the procedure. In most of the states a PA or RN can do the procedure under an MD or DO's supervision. Almost no states allow an esthetician to do the procedure with or w/o oversight. The attached site should have more details about hot to investigate whether your state allows it.

You need to have an estheticians license and attend a special training and get certified.

Nope - botox can be by doctor only!
