Victory over the Iraqi army was accomplished a long time ago. This war against terrorism is not a real war. There is no real objective, no territory to take and occupy, no enemy leader to surrender. We can celebrate victory in Iraq when there are no more U.S. soldiers patrolling Iraqi streets. Even if the country descends into chaos, it is ultimately their chaos, and any successful democracy today started off in a chaotic state, and could only become a democracy if they emerged from it through their own effort, resources, and resolve.

The problem is that, in Iraq, we are not fighting a country and its people. We are fighting an enemy that has members all over the world, and have come to Iraq as its battleground. Until all the 'terrorists' are defeated, the US needs to remain in Iraq. If they pull out, it will leave an oil rich and strategically important country open for business for those who oppose democracy and the Western World.
I wouldn't dust off your dancing shoes for about 5-10 years...

If by victory you mean getting stuck in a mired situation in a country the US wasn't wanted in the first place but is now so stuck we'll be there for another twenty years taking potshots at people who are taking potshots at US soldiers with nothing ever really changing and no clear way to define the tasks at hand, then we've done it! Hooray! Victory!

We already did that. Mission accomplished! We are doing something different now. This will go on for a long time after we are gone. Too many people who need to die walking around that country. The locals will be killing them for another 30/40 years.
