Don't know about a capital city, but Toronto, Canada has the Path system which is 27 kilometres of underground shopping, entertainment and services.

I saw a documentary on discovery a year or two ago and said that Mexico was experimenting in building an underground city but I cannot remember the exact location in Mexico.

I haven't heard of such concept before.
Kazakhstan is building a new capital, but I don't think it's underground. Maybe I'm mistaken.
Edit: Just to correct a mistake below me, the youngest country on earth is East Timor, which obtained its independence in 2002.
