We have many hostas and some are located in the area we mulch. Mulch has never stopped the Hostas from growing. As a matter of fact, the moist mulch helps.
We normally as needed during the growing season. We apply mulch early and there are no weeds yet. You can buy a ground fabric thats designed to stop weeds from coming up. You simply cut holdes where the hostas are located. Put mulch on top of the weed control fabric and your in business.

weeds will continue to grow with mulch... after all mulch helps plants, right? well, weeds are plants. depending on the size and type of weeds you could mulch and then pull later but definitely do not pile mulch too thick where your hostas will be.. either keep mulch thin there or leave bare until hostas are several inches high... I have over 100 hostas and find that mulch is seldom need for weed control UNDER hostas but it is good for water retention around them.

From past experence don't just pull the weeds make sure to get roots and all. I prefer to take the top 1/2 - 1" of soil off the top and discard. Lay your weed barrier down mulch over and you are good to go. Your Hostas will grow through the barrier and mulch. When picking mulch get pine or cedar, your hard wood mulches give termites a breading ground.

You should pull the weeds before you mulch, though the weeds come back. Hostas will grow through mulch.

Hosta's can come through mulch and you could do it either way as for the weeds.

Definitely yes..weed out everything and then put down the mulch. Mulch will help keep weeds from propagating. The weeds "rape" your hostas from water, nutrients. ad infinitum.
If you can, pull the weeds out by their roots, that way they won't grow back again. It is a pain-staking chore, but if you really want beautiful, thriving plants, that is what you are going to have to do.

Ideally, yes weed. Annual weeds such as chick weed will die off under mulch, but the problematic weeds are things like dandelions, grasses, etc. perennial type weeds. Must get the whole root out or it will grow back.

when you see the hosta starting to peek through the mulch, brush away the mulch from the plant. If it is too close to the base of the plant, plant may rot.

If your garden has slugs/snails, they will love the mulch. Mine do, they think its really thoughtful of me to provide them with a nice dark, moist place sheltered from sun. I carry out a slug patrol quite often and "dispose" of them.

Put down landscaping cloth before your mulch as an added barrier. Cut holes for the hosta. They will come thru mulch.

you should weed first or the weeds will grow through. you may want to use a weed killer on the soil before mulching. As for your hostas, dont mulch on top of them leave a small area open so they can grow through. if you crowd them with mulch they may die

Knock down existing weeds. Apply pre-emergence herbicide as a good measure to kill weed seedlings as the seeds germinate. Apply mulch. DO NOT USE A WEED BLANKET as those things are useless and a big pain in the root to boot as another respondent stated.
