Can you really change one into the other? My best friend has fallen completely in love with a woman who is known to have a uh....not to pleasing background of sleeping around. It was really bad from age 15-24. She's now 25 and they are in a loving relationship. But other friends and family are afraid that once a hoe, always a hoe! Is this true??

I would say be as supportive and protective of their relationship as you can.
You wouldn't want to be part of the outside stress that could cause problems for them.
You never want to erode anyone else's foundation romantically or otherwise.
And like someone else has already said maybe she was sowing wild oats in her extreme youth.

Hmmm..great question. I would say that it depends on the individual. You may be able to tell how genuine she is. If you have a strong intuition and its telling you that she can be trusted, then maybe she can. But if she seems a little suspicious maybe just tell your bestfriend to stay on her toes.
