Go to El Quebrados. Find the police station. At certain times, there is a woman with a blue arrow talking to someone. She will say something, press right on the d-pad. Visit her regularly, and once you get to 100% progress with her, you will get the cop uniform
And to make money easy: Once you've got to Las Venturas, hop on any train, and press r3. Do the mission twice (It's just driving round San Andreas stopping at stations), and you will get $50000. Also, finish all the races first at all the chequered flags on the map

Don't use cheat
It makes hank...
well,finish all side mission...
and of course primary mission...
