the spots look like white heads and they pop and then look bloody

Is it a goldfish? When goldfish are in spawning mode, the male develop tubercles, which are little white bumps, on their gills and fins. It's normal, don't touch them.

If your fish isn't a goldfish, then it may be parasites or blisters caused by possible ammonia burn? Test your water for ammonia and nitrites. Both should be at ZERO. If they're above that, you'll have to do more frequent water changes.

Gas Bubble Disease causes symptoms similiar to what you have descibed. Symptoms are blisters are formed under the skin and inside the body. The bubbles are found most around the head, the eyes and in the eyes.

Cause: A specific quantity of gas is always dissolved in liquids, whether water or blood, inrelation to such factors as pressure and temperature. When to much gas is dissolved for the relation it creates a highly unstable condition (over saturation). The over saturated liquid will continually attempt to release the excess gas in the form of small bubbles. Over saturation can result from the heavy plant and algeal growth common with too much sun. The plants themselves assimilate and release a lot of oxygen. As a result, the fishes' blood becomes over-saturated as well. If you reduce the sunlight plant growth slows and the situation is alleviated - though excess gas remains in the fish's blood. It is this which produces the bubbles.
The best cure is to return the fish to normal water. Good aeration with an air stone prevents over-saturation and as a precaution avoid placing an aquarium where it can get too much sun.

it may be hole in the head, and or (Ichthyophthirius multifilis)(ICH), and or another type of fungus which can be traeted with many different things that can be bought at petshops, and or walmart for a reasonable price anywhere from 2- 10 dollars but the 2 dollar ones work fine.

AND ZOE IS VERY MUCH RIGHT saying that males have tubercles during mating seasons but that happens only on goldfish.

if they are white it's probably ick, the medicine is at the pet store inexpensive and easy to use. i've not heard of any other spots.

sounds liek a parasite. GO to your local pet store and buy some water cleaner. They have diffrent kids. Tell someone in the store and they can tell you exactly what you need.
