Tom Cruise. Something vaguely cult-leaderish about him. Plus I always thought he over-acted and usually just plays the same character.
Crispin Glover and Fairuza Balik are pretty creepy too. I used to think Lawrence Fishburne too, but then I found out that was him playing Cowboy Copas on Pee Wee's Playhouse and it was hard to find him scary anymore.

Two guys in particular:
Steve Buscemi. Love him in every movie, but when I think about if I actually knew someone who looked just like him . .. eeeek . .. I'd try to get away.
The guy who plays Ben on Lost. Dang he's creepy. Like I think he could sing "Happy Birthday" to you and even that would scare the bejesus out of me.
