my partner owns a farm in france.
the governement wants to acquire some part of it and is going to pay a small amount for it.
can one negotiate the amount ?

To a certain extend. You have to do your research on what the property is worth, then divide by the amount representing the area to be acquired. If you feel the amount isn't fair, you have the right to refuse or offer a counteroffer. Do not, however, jack up the price just because you want more money. That won't work.

In the long run, the government will acquire the land no matter what, but you /your partner can do whatever necessary to see that you are treated fairly.

In the Uninted States you can, not sure about France.??
