Its 21 but feels like 9 here in Western PA. I would say cold for me is anything below 45 degrees.

I think its mid 30s here in VA, but in my office theres a really bad draft and my nose is starting to run. Basically, if I'm so cold I hurt, or my nipples stay hard, or under my nails turns blue- thats TOO cold.
