Your computer should have come with a disk with it to install off.
Just pop the disk in and follow the menu choose to reinstall and this will wipe it clean, and reinstall windows. nice fresh start.

Depends on the manufacturer. Some will build the PC with a second partition to allow for a "damage free" restore of the hard drive....in plain English, when your computer starts up, within the first 10 seconds, you will look for white text on a black screen that may say Press F1 for Setup or Press F12 for Restore - you are looking for restore, or backup or formatting options - not Setup.
If you get that far, you should be able to decipher the next few steps to restore the operating system without affecting your data. If you arent comfortable with this - best to take it to a technician.

If you are using ME or XP, you can wipe your machine by simply reinstalling the OS. Just select 'create new partition' or 'format drive '?' ' and reinstall windows. Alternatively, you can us a bootable floppy disk and format the drive. Be careful if you do this, as many machine have the install data hidden on a partition on the main drive. If you erase this, you with not be able to restore your machine without purchasing a replacement install set or retain MS windows box.

Just to add to the above as it is not clear.
When going through the install options, make sure you choose format, this is the action that will wipe everything off your disk. If you do not choose this option, then there is a risk that whatever is causing you the problem, will continue to cause the problem after the reinstall.

Boot from diskette or some other device and repartition and reformat the hard drive. That will "wipe the PC" completely clean. Then you can start all over by reinstalling everything.

You need a copy of Windows or whatever OS you want
just boot off the disk, it'll take you right through the steps to format and reinstall your OS. easy to do
just one thing, if you can't get it to boot off the disk, go into the BIOS and change the boot order

You may not have been on the net but you do have a virus.
Try avg free to scan the computer in safe mode. reinstalling XP will not always remove this one

press F8 when booting up and start in safe mode then go to system restore and choose a day when it was working ok.
