I'd revamp the way Children and Family Services does business ... make it more open, more ACCOUNTABLE (Have an Oversight that can put the 'Common Sense' standard to counterbalance the form papers that the Social Workers employed by this organization have developed), HOLD the Social Workers to the SAME Standard as everyone else (and yes, when the Teens/Children in their Care commit additional crimes (and they have FULL KNOWLEDGE and see the proceeds of those crimes in their possession or know where the property is), then the Social Workers be PROSECUTED as Felonies too (Accessories to the Crimes) and LOSE their Licenses, as well as their jobs.
I would also provide a special Hotline for PARENTS to report their VIOLENT, Abusive TEENAGERS ... those that are beating them up, assaulting them, whipping them, stealing from them, and are abusing them in more than just the Physical Way. There needs to be an EFFECTIVE Way to provide REAL "punishment" to these teens so that they have REAL consequences and LEARN they can NOT treat a parent in this manner ... and this means TRUE JAIL TIME .. Mandatory Mental Illness Treatment/Care, Addiction Services, whatever .. just PROTECTION for their parent, who has to ENDURE this situation. There is NO shame here on the parents .. they have done their best ... sometimes Teens CHOOSE to be Violent, Abusive and Nasty .. and that CHOICE needs to be punished in a court of law WITHOUT Humiliating the Parent who has cared for them all along (after all, why should ANY Human Being be FORCED to endure ABUSE at the hands of ANY ONE in their Lives ... whether it is a spouse, ex-spouse, or Teen/Adult/Underage Child).

Your question sounds simple but yet so difficult. Where to start? I guess off the top of my head I would change:
*the homeless to having a home
*the poor to be comfortable or set them on their feet to advance in the world
*the suffering to becoming well
*change war to friends compromising.
How does that sound?
