If it's a short term trip, going through an agency is not a bad idea (slightly more expensive, but easier). But if he wants to come for about a month, then he might be better off by applying himself. He has to call the consulate (numbers in Moscow: 995-82-00 or 101-37-30) in advance to make an appointment and you have to send him an official invitation, which you can get at your "hotel de ville" - ask for "certificat d'hebergement". More details about getting a French visa and all the documents necessary you can find here (no English link, sorry):

I live in Belgium, but my Russian relatives always come to visit me via France. They say it is easier to get a visa with a travel agency. They buy one or two weeks of holiday in Paris and travel agency handles the rest. You can try the same.

I know you will have to waste the hotel cost but that can be a small price to pay when compared to trouble of going through going to a consulate city (Moscow or St. Petersburg), visa application and waiting and maybe getting rejected.

Travel agency is a safe way. After several times the French embassy can even issue longer visas with multiple entries to your brother so he can come later without any agency.

By the way, we did the same for UK with a travel agency and there were no problems. Good luck!

he can try to get a tourist visa. its valid for 3 months. maybe he'll be lucky! he can also try to get to countries near by france that are most likely to give him visa, like german, for example.
then,he goes to france by train

Just get him to apply and see what happens.

It would be easier for you to visit him, if possible.
