Parents.
Although they spend 9-3 (or there about) in the school, they only do this 180 days a year. The other 180 are spent with caregivers as are all the school afternoons. The school system should provide an opportunity for physical education as often as possible, but I wouldn't say the schools or government are responsible for their overall well being. When you choose to become a parent, you chose to become responsible for your child's welfare, that's what you signed for.

The parents, no question. Children are given by God to parents, not to the school nor to the country.

However, just because it is someone's responsibility does not mean that they have to do it all themselves. To be responsible for something means that you are in charge of making sure it gets done, whether you do it or you delegate the job to somebody else. You note that the kids are in school for 6+ hours a day: that's a case of the parents delegating some jobs to the school. The parent is trusting that the school will do a good job.

If the school doesn't (in the parent's opinion), the parent has every right to complain and, if things cannot be fixed, to take the child out of that school situation. There are laws, of course, that say children need to be provided with at least a minimum education - but they don't (or at any rate shouldn't) say it has to be the government-run schools that provide the education. Parents can choose private schools or home-school the kids.

Its the responsibility of the parents ... schools can only give gym lessons and school meals as recommended by the LEA and follow the national curriculum ... the school has a duty to look out for the health and safety of a child while the child is in the school environment but ultimately the parents are responsible for the child...

Parents are ultimately responsible for everything their child learns and has available to them. It doesn't matter if they are homeschooled, public schooled or sent off to boarding school, it is the parent's responsibility for making sure any education or extracurricular activity is edifying and appropriate.

Parents have allowed the government to take over everything, and believe that it's enough. Then they wonder why children are so defensive and rebellious.

I agree with missree...the parents are the responsible parties for their children. You can't ask a teacher to make sure your child is clothed appropriately for the weather, make sure they have eaten a healthy breakfast, make sure they have a healthy lunch, make sure they do their homework, etc. It is certainly not up to the government.

Parenting is all inclusive...from birth on - it doesn't end when they walk through the door of a school.

the parents no two ways about it

parents can make sure their child has a decent breakfast, make a healthy packed lunch, cook them dinner, take them swimming to the park and other extra curricular activities on school days and weekends

there is no point in shifting the blame upon anyone else

I work as a cook at a shelter for homeless youth.I believe we are all responsible for making sure our children are healthy. that includes diet and exercise. cafeteria staff, dietitians, teachers and parents need to come together to make our young leaner and healthier. they are the ones who will wipe our butts when we get old, and i rather have a healthy butt wiper then one that cant stop wheezing

all of the above.

it takes a village to raise a child and if people spend time bickering over who's responsibility it is, then the child suffers.

everyone needs to put on their "big boy" pants and do the job.

if a teacher is tired, then their principal needs to help, if the mom is tired, then dad needs to help, if the school system is tired, then uncle sam needs to help.

take care.
