The solution is to ask, answer and vote up to the limits and then in 24hrs come back and do it again, and you will eventually be able to do all 3 without any limits.
We all work our way up the levels :)

I did not know that there was a limit.
What is the limit? Is it per hour? Per day? Per log in?
