President Bush has proposed that the United States return to the moon by about 2015 and the establishment of a permantly crewed moon base shortly thereafter, though no timetable was set. The moon base would be a part of the effort to get manned missions to Mars. It would have to be a "space station" type of base, though it might be possible to make it underground.
Whether or not a permanent moon base is desirable or not is a matter of some debate. Any scientific endeavors that might be undertaken are better accomplished in orbit. Why go through the extra effort of landing and taking off from the moon? The only significant difference between a lunar base and the ISS is the presence of a 1/6 gravity field, and if you wanted that, it would be simpler to simulate it by slowly spinning a space station.
As for the convenience of "being there already" for more extensive lunar exploration, that's like saying we should establish manned colonies at the depths of the oceans in order to be able to study marine life. A bathysphere is simpler; so would be short-term expeditions.

There will one day be a population on the Moon. This will probably start sometime between 2025 and 2035. Those living there will be employees of the research bases and private firms based there. By 2040 there will be some sort of resort up there and that will jump start the colony. Soon after, mining and other interests will move in and by the end of the century the population will have stabilized at a few thousand.

I feel that eventually we will have a staging station on the moon for further outward exploration, within fifty years. Why the hell would anybody want to live in the ocean?

NASA is planning to send a manned mission to the moon in about 20 years. They will begin construction on what is hoped to be a permanent moon base.

Manned moon mission was a cold war driven initiative to see who does it first. It does not make any sense to have population up in the moon. We will have colonies in oceans ....not in moon
