Can anyone tell me is Mexico going to be included in the Pan American games?

since the pan american games are the major hemisphere-wide preperation for the world olympics, there will be constests in all the olympic sports, not only soccer. thus, mexico will send their best swimmers, runners, wrestlers, etc. to rio to compete for spots in the 2008 olympics.
