The cheapest time of the year to go is during hurricane season. June through November will get you the best rates, especially September. The thing is, most people like to buy trip insurance in these months, which raises the price of the trip. I, personally, have never bought trip insurance. The hotel I was going to stay at was destroyed by Hurricane Emily and I didn't have trip insurance (I bought through Priceline) but they refunded the hotel part of my package and I picked another hotel.

Can't tell you for sure but just ask your travel agent. Avoid school breaks/holidays and the hotter summer months. Probably end of the year (Sept Oct) or early year(feb, march, April).
Bear in Mind that I think Mexico charges people to leave the country as well - there is a tax at the airport on the way home!

September is the cheapest. It's hurrican season but, I went on my honeymoon on the 24th and bad weather didn't hit until the day before we were coming home.....and I was hoping we'd get stuck there, it was so much fun!
