I suspect it's because Scotland has had only one queen Elizabeth. The current queen is only 'II' in England, while the Tudor queen Elizabeth was queen of England only, although she also had her eye on France, as well as Scotland.
It's also interesting to note that there has NEVER been a King/Queen of Scotland. The reason for that was that the monarch ruled over the people of Scotland and not the land itself. Therefore they were properly known as 'King/Queen of Scots', as in Mary, QoS.
