Wow, worse how? Both are illegal, morally wrong and genetically extremely hazardous. Also if this is other than a theoretical question and involves an unwilling partner then you should seek help at once.

Your father is worse, genetically speaking. Since you and your brother each have genes from both of your parents, the odds of recessive or mutated genes being expressed would be less than if you were to combine your genes (from both your mother and father) with the genes from just your father.
