You need to trim them. You can get bunny nail clippers at a pet store, or use clippers for a small dog or cat. Your vet can show you how to do it, or you can take him to a vet or groomer and have it done for you.
I wouldn't recommend giving him sandpaper. He will probably chew on it and there's no guarantee he will actually use it for digging. I have heard of people placing a paver (flat stepping stone for a yard/garden) in front of the litter box, but I doubt this would be enough to keep his claws short. You would still need to trim them.

Just trim them. There's no little tricks like sandpaper that will help keep them short. You'll see a little demarcation line on their toenails. If the toenails are white the demarcation line is normally pink. If the toenails are colored the demarcation line at the back is normally a darker area. As long as you don't trim beyond the demarcation line you will be fine.

Take him to the vet and get them clipped. Sometimes you can get this done at a pet shop.
Its easy enough to do yourself once you have been shown how. There is a vein in the claw, so you must be careful not to cut too short.

you can let it run in the garden but always keep an eye on it as rabbits can burrow! When they burrow out of enclosures, this is SCARY! But under supervision, this is a good way to deal with your problem: the rabbit gets to eat yummy grass at the same time

two things rabbits love to dig so put him on some softish ground or give it an open pen to run in they usually start to dig, also make a hard area that it has to walk over to get to its food or sleeping area some slabs or a concreat floor should do the trick

Rabbits need to have their claws trimmed every once in a while. You don't have to take him to the vet to have it done. Go to the pet store and buy nail clippers. Sit him in your lap and trim his claws yourself. I do this this with my own rabbits. They don't mind.

No, just trim them!
Rabbits need their nails trimmed just like cats. If you're not comfortable doing it, I'm sure your vet will be happy to!
