It would depend on age and sexual orientation. If you know the guy is gay or bi, then just ask him out on a date. If you are not sure of his sexual orientation, then just say 'hi, how are you?' to break the ice and depending on his reaction take it from there.

just go up and say hi and then ask him something? just like any one asking anyone anything?
