In Grand Theft Auto Vice City (PS2 platform), How do I manage to get across the water to the left side?

I noticed that all four bridges are barricated and there is no way to get across, at least not one that I have found. In other words, I want to get off South Beach and see downtown Miami and the airport. Help!

complete missions and you will unlock it
but if you cant wait hit the tank cheat and the flying cars cheat
turn the tank's turrent backwards and keep shooting and youll fly to other places
