When humidity is at a "normal level" (50 - 70%,) static electricity reduces quickly because the air conducts the charge to ground. When the humidity is low, actions like rubbing your feet on a carpet, or moving around while wearing a synthetic sweater, build up a static charge on your body. If you didn't have shoes on it would discharge rapidly when you put your feet on the ground. Shoes and socks, are insulators so when you step from the car you are still carrying a significant charge. (A few thousand volts!) Holding on to a metal part of the car as you step out will rapidly discharge the static without giving you a jolt!
If you have a problem with building door knobs it's because of the same reason. The best solution is to carry a key in your hand. Touch the key to the doorknob first before you touch the doorknob with your hand. It will still likely cause a healthy spark, but you won't feel it.

The air indoors and outdoors is generally dryer in the cold. What I did is went to Home Depot and bought myself a humidifier. Keep it at about 55% and you can avoid those problems. Get the cold air humidifier, not the warm one. This will also prevent you from getting sick as often.

inadvertently rubbing the soles of your shoes/boots on the floor mats while getting in/out of your vehicle causes the static charge and when you touch the metal on the doorknobs you release it from your body onto a metal surface. Especially if you have power windows/mirrors on your car/truck.

the same reason we get static shock in the summer. our feet cause a currant of electricity with the material we walk on and we ground out to the metal in doorknobs
