An employer wants someone who will "fit in" with the team and will be easy to get along with. A good employee doesn't cause any unnecessary social drama in the workplace and is willing to step up to the bat when something needs doing. You can't tell any of that from a resume. An in-person meeting gives you a better sense of the person's social skills.
Also, you can weed out a lot of undesirables from a bad interview. For example, a person who shows up to an interview late, inappropriately dressed, unprepared, or intoxicated is probably going to show up that way to work. Also, a person who has bad manners, tells off-color jokes, or otherwise behaves inappropriately in the interview will probably behave even worse on the job.
