Question about CD's playing in my laptop?

I have a Dell Inspiron E1505 that I just purchased this summer. My question is this...Why do some of music CD's just spin up and play like normal where others will spin up real fast, play, but never slow down like the others?

its because of how the information is burned and it needs to be read faster if it was burned fast
