Because it's generally the Elbow down, it's a gray area depending on the ref. Basically if it looks like you just got hit in the elbow with a ball. A ref usually won't call it, but if it looks like you tried to elbow the ball (whether or not it was intentional) they'd probably call it hand ball.

If the ball touches anywhere on the arms, it is considered a handball.

Any part of the arm is a handball assuming there was intent or advantage was gained.
