I guess I'm one of those particular cases in which the foreskin retracts almost completely on it's own when I get an erection. I seem to have a shorter foreskin than most guys I have read about in here. First of all, when I'm flaccid (soft), my foreskin doesn't cover the glans (head) completely. It covers about 3/4 of the glans, and it is not tight at all. It is very flexible, and easily retracts on it's own when I begin to get an erection. I have never had any problems with tightness or with being able to clean myself.
Your situation is more common among uncircumcised men and you shouldn't feel strange or different, because having a full size foreskin is normal. Now....the part about the tightness when you retract is something you will have to consult with a doctor. He will suggest a couple of methods used to help expand the foreskin. There is the method where the doctor will apply a local anesthesia and makeafew small incisions along the foreskin to help it stretch. There is also the method of using a streroidal cream that helps expand your foreskin to make it easier to retract. The reason it is important to retract is not just for the purpose of keeping yourself clean; it is also important in the sexual aspect. You see, having the head completely exposed during sex gives you the full effect of the sexual sensations you're supposed to experience. The head is a very, very sensitive part of your sexual organ, and it is meant for your pleasure. If I were you, I would definitely consider consulting a doctor to help find the best solution for you.
Best of Luck!

It depends on the guy and how much foreskin he has. Some guys's foreskins retract all the way upon erection, others have so much that the foreskin still covers the glans even when erect. Mine only retracts partway.
Regardless, you should always be able to manually retract your foreskin fully. If it feels tight and painful, then you might have a condition called phimosis. You can treat it in various ways, with topical prescription creams to stretching exercises.
In one stretching exercise you take two fingers and stretch the opening of the foreskin as far as it'll go without pain or major discomfort (like increasing its radius) by hooking a finger on either side of the opening. It's a bit hard to describe and may take a few tries to get right. Do this exercise for a few minutes each day for a few weeks to a month.
If this doesn't work, there are many other options (don't go for circumcision first, there are better, cheaper, and simpler solutions). See links for more info. It's worth a try, as it'll make retracting your foreskin easier during an erection and it'll feel better too.

Although most boys can fully retract their foreskins by the time they are your age, a significant proportion can't, so you are far from being alone. You should try to retract your foreskin at every opportunity (peeing, masturbating, shower or bath) and it will probably stretch over time until you can fully retract it without any pain or difficulty. It is important to do this as a partially retractable foreskin can cause pain during sex when it gets forced back further than it will comfortably go. Be careful not to tear the skin, as it will heal up tighter than before. I didn't know that, and my skin got tighter and eventually I had to be circumcised. But that should be a last resort, and there's every chance you can avoid it.

Mine does not retract fully unles I help it. It will retract during sex if it isn't retracted to begin with. The tightness is the problem with your's. When I was born, our old family doctor told my mother to retract my foreskin everyday while washing me. He told her this would insure that it was not too tight when I grew up. We just don't seem to have doctors nowadays with the knowledge that the old doctors had in this area. I would suggest that you begin retracting several times a day for increasingly extended periods in an attempt to loosen the skin. You might try retracting it and leaving it retracted until it goes down and returns to the unretracted position on it's own.
