The most depends on what car you are modding.
The cheapest probably won't be the best.
The best is to not do it in the first place - every piece of plastic you add to the body adds weight (even if they do look cool), and most mods you will do to your engine will just gaurantee you'll be asking mommy and daddy for another car within a year.
