What causes people to see above the water level inside a submarine? Is it scattered light, bent light or both?

Both--light will be bent by refraction at the air/water boundary (and very slightly by temperature gradients in the water). Light will be scattered slightly by particles in the water and by the water itself.

Scattered light: POW, photons/waves going in all directions. Like an accident on a freeway, all four tires of the car going in different directions.

Bent light: yoink, photons and light go around a corner like a car on a freeway, all the tires end up going in the same (new) direction.
