As the other posters have pointed out, yes they can withhold money from you for training you receieved granted they have something in writing stating that you will pay them back for any training.

However, I have worked for a company in the past that did this very same thing, and while I never witnessed it, I had heard that in many cases, the employers case does not hold up in court if they decide to sue you for a remaining balance. If it is a real issue for you, you may want to consult with an attorney.

Yes and they can sue you if you have a length of time contract.
