Last time I check Arsenals goal was to win Championships not be a feeder for the English National Team. Arsenal has players from all over because there are great players around the world now.

Wenger believes that English talent is too expensive (and with Wright and Jeffers he was right!) and that continental youngsters are much better value for money. Now let's look at a list of talented young foreigners he has signed for either nothing or next to nothing... Patrick Vieira, Cesc Fabregas, Denilson, Jeremie Aliadiere, Nicolas Anelka, Nicklas Bendtner, Arturo Lupoli, Emannuel Eboue, Kolo Toure, Phillipe Senderos, Robin van Persie, Johan Djourou, Mathieu Flamini, Armand Traore, Gael Clichy, Jose Antonio Reyes, Sebastian Larssen, Niccolo Galli (RIP). And thats without really thinking about it. Its these players who have or will contribute to championship winning seasons. If you can get them for next to nothing, you take it. If anybody who supports another Premiership club can honestly tell me that they wouldn't want those players in their squad, then I believe they are lying!!
