W = width, L = length

W/L = 2/3, W = (2L)/3

2W + 2L = 40

(4L)/3 + 2L = 40

Multiply both sides by 3:
4L + 6L = 120

10L = 120

L = 12
W = (2L)/3 = 24/3 = 8

Let 2x = width
Then 3x = length
Perimeter = 2(2x+3x+)= 10 x
10 x = 40
x = 4
2x = 8 = width
3x = 12 = length

2 l + 2 w = 40
l/w = 2/3
l = 2w/3
4w/3 +2w = 40
10w/3 = 40
w = 12
2 l + 24 = 40
2 l = 16
l = 8
