I'm turning 21 in the middle of February and I really want to do something special. The problem Is that my close friends are still 20 so that limits what we can do. Any ideas on what to do for the big day?

Yeah. Celebrate at home with your friends. No reason to go out and make yourself look like a retard in a bar when you can do so with your friends! If you really want to do the bar thing, go with them on their 21st b-days.

I would suggest playing pool or bowling, but then again, you weren't specific on what you enjoy. If there are any activities that you like, go for them. It sounds like you have friends who are defacto designated drivers, so that is a problem that you won't have. Take care and happy birthday!
